How effective do you think the Democrats Energy Plan will be?

Was watching the live broadcast of C-Span last night and had an opportunity to listen to a summary of the Democrats new energy Plan. Couldn't really believe what I was hearing. The plan promotes the idea that the Democrats are in favor of off shore drilling for oil. I believe most Americans believe we should be making every effort to be self sufficient and exploring all options. However, the bill states that exploration for oil will not ( and never) be allowed in the areas several hundred miles from shore where 85% of our resources can be found! In addition, for any drilling option to be legally feasible there have to be provisions written into the bill that address speedy action on legal challenges. Of course, this is not part of the bill. So, how does everyone feel about a bill that is suppose to be the vehicle America uses to go forward and start the process that will seriously improve our ability to address our energy crisis that , first, took 21 months to get to the floor, second, is 290 pages long and is suppose to be debated TODAY, when it was only delivered last night? In addition, although the Democrats say they favor drilling, the bill excludes where most of the petroleum is located? Is this an example of CHANGE?
